Municipal Services in Rajkot

Due to its growing industries and increasing population, Rajkot is one of the most prominent cities in Gujarat. In fact, it is the largest city of Saurashtra region known for its rich history and political significance. Rajkot Municipal Corporation was established in 1973 for effective civic administration and infrastructural facilities in the city. Rajkot is divided into 23 wards and 3 zones (Central, West, and East) for development and services.

This administrative organization covers the municipal area of 104.86 sq km in Rajkot. Along with basic infrastructure, this body also prepares road maps for sustainable development of the city in all directions. It has introduced private partnership in its mechanism to improve the working conditions and bring about innovative methods to work for better utilities.

RMC has two governing wings, viz, political and administrative. The political wing of RMC comprises of councilors and it is headed by the Mayor of city. All these are the elected members from political parties. Each ward has three Corporators elected by the people. Mayor is from the party having largest number of elected Corporators.

The administrative wing, on the other hand, is headed by Municipal Commissioner who is an officer of IAS cadre appointed by the state government. Commissioner of RMC looks after its strategic management and he takes decisions on the behalf of Board of Councilors under his executive powers.

Functions of RMC

The most important function performed by Rajkot Municipal Corporation is providing better infrastructural services to the people. These include:

Water Supply:

Being a developing city, Rajkot has huge demand for water supply. It requires around 135 MLD of water which RMC draws from its reservoirs at Bhadar, Nyari I & II, Aji III, Lalpari Lake, and Randarda Lake. RMC supplies water through tap connections, tankers, and stand posts. There are 4 filtration plants having capacity of 110 MLD. For distribution, the supply system is divided into 4 zones. Annual charges are levied by RMC while the billing system is also computerized in Rajkot.

Solid Waste Management:

In Rajkot, solid waste management is entrusted to health department of RMC. This department is headed by medical officer. The city has around 500 MT of solid waste on daily basis. RMC has two landfill sites for disposal of waste along with third proposed site at Nakrawadi. The corporation has introduced private sector in primary and secondary of waste collection and its transportation to disposal sites. Garbage stations are installed for efficient working in this regard.

Health Services:

Rajkot Municipal Corporation currently runs six urban family welfare centres, 4 dispensaries, 3 Ayurvedic dispensaries, and 3 mobile dispensaries in the city. Ayurvedic and mobile dispensaries are run by the NGOs under the control and supervision of RMC.

Sewerage System:

RMC is working on underground drainage system for the whole city. Under phase I of this project, 80000 connections have been released till date by RMC while there are some projects in the pipeline. There are 7 pumping stations and 44.5 MLD sewerage treatment plant functional in the city.

Street Lights:

Rajkot Municipal Corporation has installed 25000 tube lights, 4000 mercury lights, and 2700 sodium lights in all parts of the city to keep it illuminated in nights. The main crossroads have high mast lamps. The maintenance of street lights has been contracted in some of the wards.

Slum Development Programme:

With growing population and scarcity of housing facilities in Rajkot, slum areas are also increasing here. Currently, the city has 64 recognized and 10 unrecognized slum localities within the municipal limits of Rajkot. The population of slum dwellers is increasing day by day to cause an alarming situation for RMC to manage and develop the infrastructure in city. For providing better living conditions to these people, RMC has primary and secondary schools. It also offers services like drainage, water supply, street lights, etc. to the people of these slums. RMC also runs government schemes including Suvarna Jayanti Rojgar Yojana and training centers, etc.

Housing Schemes:

To offer better housing facilities to urban poor in Rajkot, the corporation provides affordable housing to them. The projects undertaken by RMC include building houses, affordable costs, and sanitation facilities. It provides monthly payment schemes to economically backward class of the city. Currently, there are two housing schemes developed by RMC with 3012 and 960 units in them respectively.

Maintenance of Parks and Gardens:

With private partnership in maintenance of parks and gardens, Rajkot Municipal Corporation works for improvement of these places for general public. The city has 30 parks with an area of approx 197000 sq km. Tenders are invited for annual maintenance and maintenance contracts are given to private parties for one year period. Rate o maintenance has been fixed at Rs. 12.80 per sq mt. and it includes the works like top dressing, hedge cutting, lawn moving, plantation, etc.

Apart from these basic infrastructure services, RMC also offers online services related to tax payments, licenses, and certificates for the convenience of people. These services include:
  • Property Tax payments: Property tax and water tax bills, view, and receipt
  • Professional tax payment and history
  • Issuance of birth and death certificates
  • 27 X 7 call center for complaint registration and status

City Civic Center of RMC

To bring about more simplicity in its daily working through technological advancements, Rajkot Municipal Corporation has established City Civic Centers in different parts of the city. There are presently 5 City Civic Centers working here. With the help of these centers, residents of the city have easy access to Municipal Corporation through the centers found within 3 km radius of their residence. These  centers provides facilities including water charges collection, property tax assessment and collection, complaint redressal, tax collections, birth and death registration, water connections, etc.
